Program Description

Incident managers can often be tasked with managing emergencies where the complexity exceeds the overhead’s capacity and level of experience. This can be particularly challenging as incident demands outpace the management team’s ability to adequately address the myriad tasks and responsibilities of a rapidly evolving, dynamic incident.  This presentation will consider some of the incident-specific lessons learned from the recent Fourmile Canyon Fire in Boulder County, as well as contemplate some of the broader implications of these challenging situations.

This presentation is being held in conjunction with the CSFCA’s 19th Annual Fire Leadership Challenge at the Keystone Resort and Conference Center in Keystone, CO.  It is open to all paid conference participants.  One-Day Registrations are available for those that cannot attend the entire conference.

About the Presenters

Don Whittemore, who was the Type 3 Incident Commander on the Fourmile Canyon File, is employed as the Assistant Chief of Rocky Mountain Fire in Boulder, CO. Don has been a NWCG qualified ICT3 since 2003 and is one of the principles involved in the development of the Boulder County Type 3 Incident Management Team. He also serves as the planning section chief (trainee) on the Rocky Mountain IMT2-B and prior to that, was a division supervisor and structure protection specialist with Rocky Mountain IMT2-A for six years.

Jay C. Stalnacker was the Type 3 Planning Operations Chief and later during the incident, Division Supervisor for the Type 1 IMT on the Four Mile Fire. Some of Jay’s current NWCG qualifications include; Type 3 Incident Commander (ICT3), Division Supervisor (DIVS) and Type 2 Burn Boss (RXB2). He is currently a Colorado State certified Type 3 Incident Commander. Jay is both an Incident Commander and Team Coordinator for the Boulder County Type 3 Incident management Team.

Steve Pischke is the Deputy Chief of Mountain View Fire Protection District, a member of the Boulder County Type III IMT (as Liaison and PIO), and is currently one of the Liaisons on Paul Summerfelt's Type I IMT.  Steve was one of the Liaisons on the Fourmile Canyon Fire from the onset until when the Type I Team took over the fire on Thursday evening (September 9th).
